1. I have the honour to inform you that I have received the following Report from Pai Ching Pn, Magistrate, Easting. In the Manhow District:
Kong Esin (Parsavarance) Piracy Case.
Yesterday (August 26th), the British Consul-General had the witnesses from Kangkong, Ho Chick, Kiang-Po, Fu-Tung, Chu You Chang, and Hi Bai Shan sent to my yamun, and I, jointly with Mr. Stewart, British Consular Assistant, had up the five prisoners, viz., Ta Kuo, Chong Yap Chow, Ya Han alias Lei Shang, Fong Chan Fa, and Ta Pu, to be confronted with the witnesses and examined.
Hiang-Pai stated in evidence that while the boat was being pirated, Chen Yu seized him by the queue; while Hiang Kusi held him round the chest; and a boy searched his person; he lost about 2 dollars. Afterwards, at the Court in Kangkong, he was confronted with them (and recognised the two culprits as the right men; Ka could still recognise them, but did not know their names or surnames).
I had caused the prisoners in question to be singled out from a number of other prisoners; Ho Chick at first pointed out Sheng Ta Te, and Hiang, at one pointing out Tung Ta Yu and Hiang Ya Kuo as the criminals who had committed robbery on board the launch. Their statements were absolutely clear, and there seemed no reason for doubt on the subject.
Also Chu You Chang and Hi Bai Shan said that they were both Christian converts who had been partners, keeping a Sanchow and Isanghau goods shop in the Tu En Street at Sanning. Subsequently, Chu You Shang opened on the opposite side of the street a carpenter's shop under the name of Chan Olan. On the 9th day of the Intercalary 8th Moon, early in the morning, Chen To Nan alias Hi Ya Chang called together some scores of men who came with weapons in their hands, saying that they had come to look out for and kill (someone), and after making a disturbance, both the shopkeepers had made a witness statement and fled far away in terror; and afterwards made an accusation before the Sanning Magistrate asking for their arrest to be underscored. Then Ta Han and Hi Ya Chang absconded to Kangkong. Chu Yon Shang and Hi Bai Shan reported to the Hongkong authorities who arrested Chen Ya Han.
The witness further stated that Hi Ya Han was resident in the same street, called the Tu No. Street in Sanning, and that he was well acquainted with him; he sometimes sold pork and some things from a "Pai Ka" basket - evidence enough of his being a mauvais sujet.
